change f3 menu to search operators by default instead of menus

In Blender 4.1, press f3 over the viewport and type insert keyframe. The 'insert keyframe menu' operator won't be listed.

When searching it would be useful to be able to search all available operators, rather than only those that are in one of the UI menus. Otherwise there are things I can't find anywhere without manually changing the keymap from wm.search_menu to wm.search_operator.
