Project-Root Based Relative Paths for External Assets

Description

Blender resolves external asset paths relative to the .blend file location. This becomes problematic in larger projects with multiple .blend files, shared assets, or when scenes are reorganized.

In Softimage, projects were based on a defined project root folder, and all assets were resolved relative to that root, not individual scene files. This made projects portable and easy to manage.

Request: Allow defining a Project Root Folder. Resolve all external asset paths relative to this project root instead of the .blend file.

Optional Addition: A centralized place to view and manage all external file paths (preview, relink, convert absolute/relative).

Benefits: Fewer broken paths. Easier collaboration. Better project organization and portability.
