Suggest adding the message "Unable to move baked smoke after enabling adaptive domain" in the prompt for enabling adaptive domain
I used it a few times before realizing that it was this adaptive domain that caused me to be unable to move the baked smoke. I thought it was a bug and realized that Blender was originally set up this way

There are also some other bugs related to the adaptive domain. For example, try to load a simulation bake with an adaptive domain as a VDB import into a new Blender scene.
You will notice that the simulation starts to bounce around in the new scene because Blender doesn't save a consistent origin for the VDB as other software does.
I could imagine that your problem is also related to this. There is also a bug report about this issue. If I find it, I will append it here.

It's really related to this issue. I thought design was like this
Maybe you can share this bug/issue in the chat of the bug report . I think someone wrote there that they are trying to fix/add the origin of the vdbs that were simulated with the adaptive domain. Maybe they can also fix this problem where the "adaptive domain" simulation cannot be moved (which might be related to the problem with the vdb origin).
