NLA Action strips and slots VSE behavior

NLA action strips could have the same control behavior as VSE strips do, being able to resize the length by dragging by the edges, not only by the value field. Also, both could have an drag and drop layer system. VSE doesn't have one at all. NLA has, but you have to use pgup and pgdn keyboard or some hidden menu option to change the order.
