Tool consistency between icon and shortcut

I'm definitely not alone in thinking that the icon version of a tool should have all the functionality that the keyboard shortcut version of that same tool has.

For example, Loop Cut accessed from the icon should provide the same mouse wheel 'add loops' functionality that the Ctrl R shortcut provides. Same for the slide feature. After all, the readout at bottom left does state "Loop Cut and Slide" when accessing the tool from the icon.

To be honest, I think that having two versions of the same tool, active and quick, is a clunky design, and should be carefully rethought... Some tools, such as the loop cut or Knife, should just be active tools, as they do not work in the "Quick tool" design, where you make a selection and then make something happen to it instantly.

But that's quite an issue. Active tools don't benefit the advantage of operators.

Active tools are meant for mouse-centric interaction while keeping your viewport as untouched as possible. That's why you can move your viewport around, among other things.

Operators on the other hand have a keyboard-focused behavior, mouse comes second, and they are isolated. Most of what you can do when not having an operator is completely blocked when using an operator, which allows you to have way more options in the operator thanks to having quite literally all the mouse and keyboard shortcuts free for custom operator options.

Active tools were added to Blender as a simpler and user-friendly way to introduce new users to Blender's tools with a GUI instead of a bunch of obscure lists of keyboard shortcuts. And they also allowed to be able to still control the viewport while using them, unlike operators.

How do you want to make both worlds meet precisely?
