Let us position tooltips other than bottom/right corner of mouse cursor

I use Blender on a Cintiq tablet and I usually have a hard time reading tooltips because they are shown behind my hand when I hover anything with the pen (I'm right handed).

So, I would like to suggest an option for us right handed people that would allow tooltips to be positioned to the top/left corner of the mouse cursor.

Also, going one step further, it would be awesome to have submenus open to the other side (to the left, in my case).
