Add muscle modfier to the blender 2.8x series

It would have a robust implementation of a muscle system based on a muscle modifier that can applied to refgular geometry mesh that have shaped and modelled like muscles. With support of pin groups vertex groups, jiggle strength, pressure strength, spring strength, strecthing strength. Plus some volume preservation features. You can each feature as desirable.

muscles should have another modifier to affect character meshes by linking all those muscle objects into a simulation loop.

some examples of stretching simulations, and blubber

I think this would probably be split into 2 parts. The first part would be the simulation that is applied to the actual muscles themselves, and the second part would be the modifier that is applied to the skin.

* @Zach Hixson * that what am talking about although skin pushes or compresses muscles

This is a situation where custom modifiers via OpenMeshFX would be nice (That's a branch/fork of Blender, not a feature in master).
