Favorite .blend files
The proposal is to do something like recent, but recent have changes around last FIFO algo. And the Favorite .blend files is like option to switch between some constant project/parts in case recent can be a next .blend file for this same project but we want switch to other project without looking path dirs to file (this consuming time).

Your favorites are basicly the recent ones. For older ones you can use the bookmark fature on file browser

No. Not exacly. The Bookmarks feature as favorites is more for dirs/catalogs not files from many other dirs/catalogs. And by this is hard to operate to find the right projects and related objects to link, append.
