Rotate Viewport by MMB when tool is active and other
Want Rotate Viewport by MMB when tool is active, eg. G-move, S-scale. Curently gizmo is turned of and MMB not giving satisfaction in this case (or exist other sense?). I often not see right part of object when moving, scaling, and need change perspetive - but due that tool is atvie it is impossible by default.
I think that acess to menu when tool is active should be available, like magnet, QVToogles, Shading, Overlays, Gizmo options, View Object Types. Curently after tools is active these btns are turned off. This same zoom should be available.

Mouse movement is used to determine translation distance, scale intensity ... most of active tools intensity. One input device can not be used simultaneously to do 2 different things. But if next to your 3 button mouse, you possess a 3D space navigator mouse ; you should be able to do it.
* @Ronan Ducluzeau * , even with a 3d navigator mouse, I can't imagine how blender would handle this. Does the 3d navigator mouse not move the mouse position with additional keys pressed? I thought that's what it did.
* @zorro.weaver * No. The whole interest of such device is not to interfere with mouse. When it is plugged and recognized by blender, it becomes a device configurable through keymap configuration. You can have your mouse controlling your active tools and 3D mouse controlling view navigation.
* @Ronan Ducluzeau * Oh. So it's not just a controller that presses keys for you, or an analogue to regular mouse, it actually directly moves the viewport in blender's code. In that case, it most likely would be feasible to do this.
Although, I don't know why you would want to move the viewport during an operation. If you know what you want to do, you are probably at a good angle, and if part of your mesh covers it, alt+z should do the trick. And like I mentioned below, rotating/ panning will move your cursor's relative position to the center of your selection, which would change the amount of your operation. To counter this, you would need to add 3d features to your cursor's position to subtract the new offset an make it the new amount. This would be so complex, and annoying to tell what the heck is going on. At that point, why not just right click, reposition your viewport, and do it again from a better angle. I really don't see how this would at all improve the usability of blender.
* @zorro.weaver * The interest is to use both hands and work like you would do with an object in real world. Imagine that you want to sculpt or paint a model. Your model is in one hand used to rotate, the other hand handles your carving tool or brush.
Absolutely! You can do that. Just use the CAD Transform free add-on for Blender. It's the best add-on available, and I can't understand why it's not widely used in Blender. It might take a bit of practice to get used to it, but it will save you a lot of time in the end.
No need to imagine; give CAD Transform a try. I believe we should request the developers to review the code and integrate this add-on as a default feature in Blender. We already have a gem here, but only a few recognize the true power of this add-on.
I think the reason for this is that the mmb is used for auto axis snap. Besides, when will you need to rotate the view in the middle of the transform operation? I think this would end up being quite annoying and troublesome.
* @zorro.weaver * the snap can be with shift+MMB, alt+MMB, ctr+MMB ..I think

Many soft have this type like sketchup.. no problem, just comfy solution IMHO
* @ManBlender * shift+MMB pans, alt+MMB snaps to orthographic view, ctr+MMB zooms. Also, during a transform operation, ctrl snaps whenever you are doing anything, shift+MMB auto axis snaps along plane. I guess alt currently doses nothing specific during a transform operation. Besides, rotating the view during a transform operation would change your cursor's relative position with the object, which would effect your transformation in the middle.

But not when tool is active, eg. G, S, R.. and then pans, zomm is required to be more precise in work. It's work in sketchup with this way, and it's ok. Only ctr+MMB is reserved when tool is acive, but this can be changed as alt+scroll to zoom. We are limited here by not full options.
