substitute shift-tab with ctrl-tab for selecting upper voice in value menus

in a menu like this, pressing "tab" easily allows you to select the next voice and change its value, in many softwares to go up instead, you press ctrl+tab, while in blender the shortcut is shift+tab, which is uncomfortable and makes really few sense :)
