because weight painting have nothing to do with vertex painting ?
This really isn't a proposal. I'd suggest asking this over on blenderartists.org .
Maybe you wanted to propose a merge of the vertex painting and weight painting tools with a switch to access option for one or another ?
You wanted to make just a weight brush if I understand correctly, explain how you see it implemented. The problem is that in weight paint there is no such thing as color for example, this is a tool other another purpose.
