Add snap for Bisect

It would be great to add snapping mode to Bisect tool. For example, if I want to make a cut parallel to another cut, I could attach the start point and end point of the tool to the vertices on the existing cut (or loop, or edge), and then shift it to the side (maybe snap the whole cut to the third point).

The Bisect plane should behave just like any other object with a manipulator and should snap to angle, grid, and vertices. The same way it does in Max. I find this tool completely useless without it.

* @jeffhoral * Totally agree, as a former 3Ds Max user, I find this lack of snap in bisect tool to be ridiculous. Plz add this feature soon!!!

Yup, snapping for the bisect tool seems like basic functionality, that should be there by default. I was stumped to see it's not there, after spending lots of time searching through forums and documentation, thinking I'm stupid.
