Decouple axis display from Grid display when in orthographic

When in orthographic view , the axes are not displayed unless the Grid display is on.

I'd like to have grid OFF but see the axes I've enabled. (I'm not sure why one would conflate the two.) This only happens in orthographic view.

So, I suggest you break away axis display from any dependence on the Grid display setting

It will be part of tonights nightly build, and Blender 4.5 LTS.
