Retain Visibility Toggle if you hide and unhide Collection

This always bugs me. There are times where I want to keep the visibility off, but it gets reset if I toggle the collection visibility. However this logic is respected with 'do not render' toggle. I wish for this to be consistent since the visibility also effects exporting or not and I turn off collection for organization sakes as well. I also don't know if this is intentional or a bug, so I'll make this aware here too!
