Quick Access Menu Exposed

I would really appreciate it if the Quick Access Menu were exposed to customize and adjust either in the Blender UI or in a Python file. The fact that you can't re-order or organize what you've added without removing everything and starting over seems a little crazy. Additionally, the ability to add a separator in the menu to create sections would be a really nice addition.
