Texture Res and Volumetric ray hit resolution based on Motion Blur / DOF

It would be great if the rays shot that are hitting objects in the DOF aor Motion blurry areas would be lower sampled.

Like for example, based on the motion vector/focus plane hit only every other normal/color/albedo, etc texture. The more blurry the less rays are used. Also the volumentric volume in the blurry areas are less sampled.

Dont get me wrong, i am not talking about secodary rays, but primary. So the primary ray that hits a blurry vector or DOF area will be traced in the secondaries way more imprecise. Would be great if we could also control this. So the sharp areas would always be samplet at the best resolution. (primary ray determination).

This would tremendoulsy increase render times, at the cost of some accuracy.
