Favorite Panel in properties Panel

I think a Favorites Panel in the Properties Panel would be very useful. The user could just right click on the categories and add there own panel.

Then all they would have to do is right click or drag stuff to that panel and it would snap to there panel.

The panel could be re nameable and sorted however the user wanted.

I also think that allowing the user to dock other things not just panel elements to this panel would also allow the user to fully customize there interface. Right now it needs to be done though code but if we could come up with a way to do it with zero code it would go along way to help people build there own UI like in ZBrush.
