Torus resizing to exact diameter

I stopped to learn blender when I've realized I can't resize already generated torus (ring) minor and major diameter to an exact size when it's already crated. Please let me know if there is an addon for it and if there isn't, please implement this option to the software.

By the way, my goal is to learn to model and simulate a type of jewelry, called "chain maille", which is completely made of rings in various sizes. Now I experimenting in real life to find the right ring sizes for the jewelry, but it's very time consuming.
