Timeline shown in 'seconds' should respect Time unit
I'm currently working with an animation that is 0.30 seconds long, at around 300 frames per second.
I wanted to show the timeline in milliseconds, as I need a specific time (ex: 0.15s) in the timeline.
As the animation is less than a second, it's only showing 0 + Frame Number. Which is essentially the same as showing the timeline in frames.
I'm not even sure if this is more of a feature or Bug report, but I think it should respect the Time scale.

Blender being a frame based software, it's not abnormal for it to handle sub-second time display with frames. It's common in other 3DCC softwares and video editors. And it is designed that way, so it isn't a bug.
But you do have the option to show within-second units as decimals (which will actually show centiseconds):
A caveat i notice in addition to that:
If you enable Playback > Subframes and place the playhead between frames, it shows the decimal, of the previous frame line instead of the playhead's true position.
Maybe a better proposal would be:
I don’t believe there is a SMPTE video standard for milliseconds?
