Change Info/Header color per Scene

It would be nice to have a non-English visual indication that you have changed scenes. Sometimes the scene name is scrolled out of view and UI prefs only allow you to set global colors, not per scene.It can be done as a script but <em>it should be a User Preference</em>. Also the script fails if you split out extra windows.
