Insert Vertex at cursor and offset edge segment

Hello This is a very usefull and important feature. Its the ability to cut a segment at cursor location and then offset it in one or two clicks, inside or outside. In order to do this now, you need to subdivide the edge 4 times and then adjust each vertex manually and then move it in the right direction. Very tedious and un productive.
