bringing back layers
This is more of a question at this point and let me know if there is a better place to ask it, but is there any reason they couldn't just add the layers system on top of the collections? For a while now I had been wondering about representing the collections graphically like the old layer system, but now I'm wondering if it would be easier to just have both. You could have this super powerful outliner in addition to the twenty rooms to organize your scene in that layers gave you.
There's a big difference between linear and and spacial thinking. I can never get anywhere in aftereffect but I love node compositing. I switched to blender because it had scene layers and find that collections are not the same experience. I've followed the development and understand all of the reasons and benefits for the collections, but still miss the spacial solution of layers. Is there some way to just add those 20 boxes back into the header as an added level of control?
Thanks.

Did you try the addon called "Collection manager"? It brings back (visually) the layer widget in 3dview and partially does the job. Also make sure you know well how to use View layers
* @ Lsscpp * How it will be helpul in View layers. It just toggles collection.
* @mrajendra2150 * "partially does the job" ;)
THANK YOU! I was unaware of that addon and I think it does the trick. That gets me one step closer to being able to move my workflow out of 2.79
Isn't the Collection Manager add-on bundled with Blender providing that functionality?
I have my header set to the bottom like in 2.79 and I like having that control right there at the bottom of the screen as opposed to having to travel all the way over and up to the outliner. I think it would be great to have those 20 boxes in the header for us spacial thinkers. The question would be if those boxes represent the checkbox or eyeball from the outliner, or if we could have 20 layers in addition to the collections in the outliner.
I miss those too, but it has meant a change of work flow. Scenes can be a bit too dramatic solution as it will also seperate the rest of your settings. For objects layers its best to use View Layers and enable/ disable collections per layer.
I agree though there is something missing in the UI. The visibilty of View Layer render states for example require a different outline mode that doesn't filter the layers collections. Here's my proposed outliner, essentially combining the Scene and View Layer mode.
You can use scenes to have different object in different scene but what you are asking is also greatly helpful.
