Translate, rotate, scale on a plane
When you translate, rotate, or scale you can press an axis key to define the direction. Make axis keys act as an on/off switch for that axis and allow for more than one axis to be selected at a time.

Does Shift+X (or Y or Z ) achieve what you have in mind?
(e.g. to scale along both Y and Z but not X, press S , then Shift-X )
Otherwise, what is the difference?
