Adnotation as GreasePencil object in outliner and Object from "Add" as Objects in Tools panel

Regarding to feature request Measure need more improvements - next level of development (Measure as interactive object) I think that:

1. Adnotation can be as GreasePencil object in outliner to more easy to manage this like object (eg. hide/show, delete as group) - then managment in: Add > GreasePencil > Adnotation add starting paiting by Adnotation is automaticly creating object, ctr + paiting new Adnotation object to more easy managment of Adnotation layers

2. Move to Tool panel other objects from "Add" with option as pined subtools, eg. right now we must click on "Add cube" to select other, but can be like panel (icons or icons with description - by resizing this panel, or cinfigured by options), then by contex menu we can:

• select by checkbox what type of object we want see in this tool
• manage position (move up, move down - In GP and sculput users want this)
• this can be more easy and comfy for usage in tablets
