Ability to toggle "Active over Selected" off system wide - "Copy to Selected" automatic
Issue Blender has a unique feature that when you apply a modifier, record a transform, change a property in the user interface - it will uniquely apply to that single active selection - regardless of the entire selection.
In the armature settings, there is a dedicated submenu with a nifty python IF feature that applies display properties to the entire selection of bones - what a time saver! But these are double menu entries and also in a submenu hidden away.
When in the VSE, and you want to relink a video to a new source, and you've chopped it up into 50 pieces.. you have to go one by one by one by one to reassign that particular chunk of video (or go through the outliner with heavy data filtering and digging and do the same) - or rightclick in UI and search a menu
When you move a group of objects to a zero, one, zero global space in the UI instead of keyboard shortcut sequential combos, only the active snaps to that spot. You then have to CTRL+C with an addon to copy the transforms to the others, or rightclick in the UI to apply a copy of that to the others. Always a double/triple step. - or rightclick in UI and search a menu.
When you have 10 objects with the same modifier, you have to either build a driver on all features, mark a master modifier object, then you can tweak all of them after building your "modifier modification rig". You then build a new object, copy modifier, then have to copy driver. You can't just select all the objects and tweak a common modifier for all of them, and see them all update. You also have to break the rig if you now want to change one of them individually.. and then if that didin't work, rebuild the rig! - or rightclick in UI and search a menu
Work is exponentially slow when it comes to working with large data sets. You cannot change the colour of multiple objects, you cannot change the display settings of multiple objects, you cannot select a group and apply the same modifier. You always have to do double steps - and in some areas of the UI this is impossible. Applying to groups is now full of work to repeat, repeat again on next . and repeat again on next. Change value, select, change value, select, change value. You have to copy paste many times, and not everything does that - you cannot copy paste a toggle intuitively. You have to select the group, select the active in the group, rclick, select a menu or hit a hotkey, then copy to select value to others. 1, 2, 3, 4 actions. What happend so "Select Group, change value, viola"? 2 actions? We are practically duplicating the time and cost to work in 3D - and people still wonder why Blender is not an industry standard...
Case Softimage and other software, including the default windows functionality in the Explorer, have a solution built in. When you have a group of objects, and toggle an attribute in a properties window, all common attributes toggle in the group. Not on the first selection. Not on the active. It does it to them all. This is just economic, fast, and to the point. If I only want to change a property on the one and only active object, I deselect the others and select the one! Any common attribute should toggle on all selected, in the 3D View, in the Outliner, in the Properties view and their tabs, in the VSE, in the animation editors, everywhere.
Need to hide a group of objects, select the group, toggle once, all hide. Need to clear all keyframes of a group? Select all, clear keyframes in the UI and all in selection wipe animation. Need to assign the same material to the selection? Select the group, hit assign once, all have it. Need to change the alpha transparency of the 15 videos in the VSE? Select all, change the alpha once, all apply. Need to change the array ammount on multiple arrays to change the size of a fence with individual nails? Select all arrays, change the modifier once, change the fence instancing. Need to make all particle emmitters have the same gravity weight? Select all, change once, viola - and keep all the other individual settings! Need to make all object in selection go to wireframe? Select all, change once, everyone changes. Need to rename the group into a sequence within the outliner into the same name? Select group, rename once, have them all rename in a sequence, object.001, object.002, etc.
Why do we have to stick to second steps and hacks and addons to do this?
Without this... time is sucked away. Stress is created, automization has to be scripted, and repeated work is manual, tedious and makes client changes impossible or expensive, even creative ones slow and tedious.
Task Active over selected should only be a conditional if one needs a parent X for child Y, boolean X to object Y, and any other operations like constraint assigning from X to Y and others where X to then affect Y. But anything else, should be apply to all selected, or apply to the single one selected - but never Active over Selected.
The alternative is slow and requires huge hacks to even be half as efficient when it comes to huge data sets. Every change needs a right click and another click. Double the effort.
The solution is making the Active over Selected optional in the User Prefs. Create python conditionals to certain workflows mostly everywhere, and only make the Active over Selected used exclusively to make sure that I see how it can work on workflows that have a X to Y relationship, like parenting, constraint assigning, booleans, and other workflows.. but for data management, this shouldn't be the case. For modifiers and transforms and general UI work, this shouldn't be the case. The alternative is adding the Armature Display subheader options as the general primary workflow systemwide.
Some consistency would be nice. Adding a keyframe works on selected, not active. But erasing keyframes does not. Deleting a group of objects is nice, with one keystroke.. but not with anything else. Consistency please!
If the "Rightclick>Copy to Selected" were automatic - it would be a Godsend.
I heard rumours that they are think about this for 2.8 or 2.9, please I hope this to be true.

Multi Object editing and organizing as well as the preferred work-flow are currently being worked on for 2.8. Multi Object Editing ( Edit ) is already implemented and being tested. Try n follow the dev blogs for updates on this.
@darkstarmail: I've seen the multi object edit, which is about time. But I didin't see any evidence for userwide multi property application/modification. I am pending.
@draise14: Still WIP .. For now code.blender.org/2018/04/multiple-object-editing/
@darkstarmail: Excellent. Well that is promising, and justifies a little more effort to integrating this system into the pipeline.
