I think cropping one part of the reference image is helpful.

It would also be nice if Blender's image editor viewport had more basic image editing abilities. OP could open their concept art there, use a crop tool in there to crop it, then save it out, then import the new image as a regular referance image.

Use the import images as planes addon. Use the knife tool to cut the plane. Delete the faces you do not want.

I don't know how you would crop an Empty, but maybe if there was a cropping option for images?
For example, you want to apply texture to material, but only cropped part of that texture. So you would have an option in Image Texture node or in Mapping node where you would define 2 sets of image coordinates of rectangular cropping area (lower-left and upper-right).
That would be great for texturing but it would only partially solve cropping of the reference images as it would only be applicable to images that would be imported as planes, but not for the Empty images that would be drag'n'dropped to the scene.

Let's get a bit more specific. Where would you expect cropping tools to be in Blender's interface? Would they be additional settings in Object Data Properties? Or would you want widgets to control cropping in the 3D Viewport (or both)?

model sheets are coming front and side view in same sheet. but for modeling
we need to place in front view{attachment 2017-10-11_spring-character_model-sheetjpg} If we can crop the front part for front viewport and side view for side view port it will be helpful. currently we can place only as whole image with reference image tool
Sorry for my english

* So the controls are entirely in the 3D Viewport? How does the user enable them?
Maybe it's best if there were crop values in the Properties editor near the size and offset properties, but maybe there's a crop tool for Image Empties. That would require that Empties have an edit mode, but maybe that's not so bad.

Having such cropping tools may also give more usefulness to the current Offset values. (Well, it could be handy).
It could look like this:
