Equivalence Windows Live Movie Maker

My interest in Blender is a hope that it can do a process equivalent to what Windows Live Movie Maker was doing on Windows 7 but of course MSFT has prohibited that on Windows 10. The point is to be able to load an existing film clip or clip(s), to select the parts of each to be included in the final movie, and then to save the end product. Hopefully I'm pursuing a possible prospect although thus far neither Blender v2.80 nor v2.78a will allow import of my .wmv files.

Yes, that's easy to do with Blender. This isn't a help page. Maybe you wanted the VSE page ? Or blenderartists.org , blender stack exchange. There are a lot of tutorials out there for this.
