Have you tried blender 2.83 / 2.90 (alpha) Daily Builds ?
IIRC, the .3DS import/export is in the Testing category.

not really a proposal. it's already an addon with a developer- contact the developer and ask them to update it. blender doesn't natively support any 3d file formats other than .blend
