Fix Very Jumpy Rotation Gizmo

Animation in blender has come a long way. Small little inconveniences add up though, especially when it comes to tools you use 1,000s of times in an animation, such as the rotation gizmo.

Currently it behaves exactly as if you'd hit R + The axis you're dragging on, which makes sense as a keyboard shortcut but not as a gizmo, since you'll be dragging extremely close to the origin and especially at glancing angles, the sensitivity will be wildly off. You shouldn't have to adjust your view to adjust a pose on a character, but currently the rotation gizmo is almost unusable from certain angles.

Something like Maya handles this more gracefully and using the gizmo feels extremely intuitive, no matter the angle.

Blender is so close to cracking animation (better than Maya in most ways) this is just such an important thing to get right, and that without being fixed, will end up driving people away.

1000% this. And the Scale gizmo is also quite wonky when scaling all 3 axes at once.
