View the Video Clip in Movie Clip Editor Panel > Tracking Mode > view Clip
The video should be visible under N-Panel as it is visible in 3d Viewport. It gives a nice consistent look across the board

I think it would be way more understandable by rephrasing this to "the sidebar's background should be transparent in other editors, like it is in the viewport". IMHO it should be so in every editor.
