OCIO config reload

for VFX production it is often needed to switch between shots/assets across multiple projects. In our case, we use OCIO configs per project. It would be nice if we could change path to ocio config in runtime, not just via ENV variable before application starts.

assuming that current ocio.config and new one have the same basic roles defined. It could be as simple as:

# replace current ocio config with another
import PyOpenColorIO as ocio

new_ocio_cfg_path = "path to some .config file"

cfg = ocio.GetCurrentConfig( )
new_cfg = cfg.CreateFromFile( cfg_path )
ocio.SetCurrentConfig( new_cfg )

We just need some method to coerce blender into reloading its ocio definition. I was not able to found anything like this in source code.
