Unhide Shapekey modifier
It turned out that shape keys are evaluated through a modifier, which hidden in the UI and seems to be automatically added to the end of the modifier stack if the datablock has shape keys
I don't understand what the solution is to hide it. To implement some things, you may need to evaluate the shape keys before some modifier
I have two suggestions:
- just show the shape keys modifier in the stack
- Remove the modifier, but make it possible to use shape keys in geonodes. It is worth making shape keys common attributes (or giving them this behavior). Considering how much the blender is progressing with replacing everything with nodes, I think this solution may also be appropriate

Not sure why this has been downvoted. I'll give a use case for shape keys being a modifier: The Mirror Modifier.
It completely breaks shape keys, because it applies the shape keys and THEN mirrors the mesh, even if you have it set to work on a specific vertex group... If you have a shape key that needs to work on one side of the mirror, you simply have to apply the mirror modifier. And oh, what's this, Modifiers cannot be applied to meshes with shape keys... Circular issue.
Being able to mirror a mesh and THEN use the shape key would fix this issue, and maybe open up some modifiers to be appliable even with shape keys, since they will work after the modifier you want to apply.
Shape keys are functionally very similar to Lattices, which have their own modifier. Why not have a shape key modifier alongside shape keys for when you want a shape keys to work in a specific order or way with another modifier?
What do you need the modifier exposed for that can't be done via the rest position attribute
