Scene geographic positioning for architecture and landscape visualisation, and scientific purposes

There is a growing number of addons for architectural or landscape visualisation, or for scientific purpose, that need the precise geographic positioning of the Scene , as implemented in the official Sun position addon.

Currently each addon has to duplicate the effort, adding its own geo positioning management of the Scene. And all these geo positionings are incompatible.

I suggest moving the Location panel of the Sun position addon and its Scene latitude/longitude properties to main Blender , so that geo positioning info can be shared by all the addons.
