Difficult to support something that doesn't even yield a Google result. This post is literally the only result when googling "OpenPencil 2.0".
What is "OpenPencil 2.0"? Can't find any resource about it, and even if we did: a good feature proposal should be self-sufficient to be understood by most people.
Maybe he's talking about Pencil2D. I don't know about supporting this software's project files directly. Maybe a more generic solution would be better, like being able to export SVG animations from Pencil2D and importing those into blender? Just my 2 cents since I'm not even sure if SVG's support animation in any form.
