Tabs and Pinning

Blender Tabs are a mess at the moment since there is no way to organize or customize them. A related issue is the Pinning function (Shift+Click to pin a panel to all tabs).

I think rewriting the code to allow users to organize and customize tabs is probably too hard since they are imbedded in the Python scripts and BF and addon developers create tabs and put what they want in them. Some tabs only have on panel in them.

What I propose is the ability to create custom Tabs--i.e., and option to create a new blank Tab at the top of the stack and name it. In order to populate that new tab, modify the code for Pinning with and option to send the Pinned panel only to a specific custom tab and not to all of the tabs.

This would allow users to customize their tabs to their personal work flow with just the panels from other embedded tabs that they use most often.

For example, I might have a custom tab for modeling in which I could pin just those panels that I use most often to that custom Tab. Panels in that tab might include Add Primitive, Edit, Layers Management, etc. instead of jumping around to various tabs all the time.

This is a frequently proposed concept. In fact, one was posted just 7 days ago and is still on the front page . I know that the site doesn't have a search feature, but when the same basic proposal is on the front page, posting a duplicate like this feels more like a drive-by idea dump rather than a real desire to help improve things.
