As far as I can tell, batch rename does not work on collections. It would be helpful if it did.

The cursor should be in the outliner then you press Ctr+F2, so that Blender knows, that you want to run this command in the outliner, not in the 3D viewport.... but this will not work if you do it from the file edit menu, this should be reported.
