Time Delays for both Drivers and constraints...
I mean, enough said. It seems like a big gaping hole that Blender doesn't have a way (without using a script) to time delay a channel that's following another channel. We should have a field in both constraints and drivers that allow us to put a time delay for the follower of a channel (as in entering the number of frames after the original object being followed starts an action for when the follower begins the action). It also wouldn't be a bad idea to allow for a random offset between a plus and minus so many frames.

This IS a gaping hole and it's unbelievable how hard it is to find a workaround. However, the following script seems to work (as of 3.6): github.com/jeinselenVF/VF-BlenderDriverFunctions
The script itself creates a driver function which you can then use in an expression. Instructions are on the download page.
by the way, there was a feature in Blender versions before 2.8 called slow parent which allowed you to set a delay but it was removed due to it not working with 2.8's new dependency graph. Apparently Blender can only evaluate the scene at a single point in time which would make it really slow to account for other points in time (at least according to a developer). So implementing something like this without some core work seems difficult if not impossible.
