Interface contextual fix
Remove Texture properties Tab from Properties panel. When we in Texture Paint mode we already have this Texture Brush here. For now it falls out of context and make confusion by settling down at one level with Render properties, Material etc...

I am not sure what you are talking about with "texture properties tab". ?
There is a Properties Editor with a Texture Properies tab containing the properties of all textures used anywhere in the scene. May it be from brushes, modifiers or whatnot. This one is meant for general use and doesn't have any conditional prerequisite (no edition mode, no selection, nothing), it's always there and shows all the textures.
And then we have the Texture subpanel, in the Brush setting panel, in the Tools tab, in the Sidebar, of the 3D viewport, when in texture paint or sculpt modes. These show only a few settings related to the texture's usage by the brush tool, and only for the active texture of the active brush, if there is any.
These are two different things that have very different use. I don't get which one you are talking about, and even less why you'd want to remove any one of them.
