Can we re-enable surface snapping with wireframe objects in 2.8?

I like to use a combination of shrinkwrap + transform snapping to add surface details/paneling on top of subsurf meshes. When doing this, it is convenient to have the subsurf mesh in wire display, which makes it easy to see which areas are covered by panels and which are not:

Since 81a7f6c848 , snapping ignores wireframe objects, meaning my base object has to be in solid view. As you can imagine, that makes things quite a bit harder to see:

Could we get a setting to include wireframe objects for snapping? Or revert the "ignore wireframes" behavior and instead add an "ignore collection", to permit users to exclude arbitrary objects from being snap targets?

This reads like a bug report for a feature regression. Perhaps it makes more sense to report it over at developer.blender.org .
