When creating a collection, focus should be on where the collection is named.
There, I said it. After Ctrl+G the focus should be on the name of the to be collection so one can just type it's name without having to refocus on the name field. is here where I put this?

In the 3D View this is already the case, but not in the Outliner, if you click the Add Collection button
If I'm understanding you correctly, you want the collection to already be in "rename mode" after creating it? kinda like how in windows you make a new folder and it's already got the text box with cursor blinking ready to type?
To add to * @testure *'s question... do you mean this in the Outliner, or in the 3D Viewport as well?
* @Jason van Gumster * In the 3d viewport. the outliner could be there or not at the moment of pressing ctrl+g in the viewport.
* @bobbin.cygna * I'm really not a fan of anything popping up in the 3D Viewport. I agree that it's good practice to clearly name anything new that goes into your scene, but by that logic, we should have naming blocks pop up every time we add a new object to the scene.
Naming is already quickly (and unobtrusively) available from the Last Operator panel. I'd personally rather leave it like that.
Perhaps it would be helpful if you make a mock-up image or video that shows how the behavior should be
