new UI for Clip editor

In April 2022, a workshop was held to improve the movement tracking system.

One great addition was a new UI that include the new tool system (2.8+)

It's seems that the project is dead. It's a pity. The clip editor UI remains outdated, despite the code having been produced.

Is it possible to finalize at least this part of the workshop?
