Replace effect strips with modifiers
Effect strips that act on a single strip (like Guassian Blur, or Transform) would make more sense as a modifier, so they don't clutter the time line with an extra strip.
edit: on second thought: they should not be completely replaced, but as an effect strip they should affect the composite of all underlying strips, just like the Adjustment Layer does. (Also: modifier mock-up added)

Some functionality of the Strip Modifier is already present in the Strip properties so there maybe a conflict (eg. scaling/cropping). Also the way that the VSE works is that each layer becomes the sum of the layers beneath it, so these alterations to a Strip's unique properties may call for a more comprehensive rewrite.
Where would the interface for VSE strip modifiers be? What would it look like? Please include a mock-up that shows what you're envisioning.
@Jason van Gumster: there already is a tab for VSE strip modifiers, so I would suggest they go there :)
