Panel/Window Resizing Shouldn't Stop Becuase of Another Panel

In this collection, I have hundreds of items. In order to see the full list more quickly, I'd like to drag down the panel below this one. That works great, but then it gets stuck when it hits the next panel in the series.

Wouldn't it be great if the next panel moved down too as you pushed the mouse up against it?

It could snap to the next window, but upon continued drag past the snap region it would push the next windows down too. Pushing any wall it interferes with in any direction so you could quickly and easily resize things without having to do them section by section.

CTRL+SPACE is great for quickly full screening something yes, but I do not want my outliner to take up the entire screen.
