Parent to the previous object in outliner tree

There is often case where object is child in depth tree and user want change parent to the previous object in tree, without operating in outliner what need find object, collection, etc. in outliner.

To realize this want suggest to add in context menu after RMB click additional function for parent as to the previous object in tree if this child object have parent object and exist option to move up in tree, in case is not possible then.. put object in Scene Collection as not parented or if user don't want not parented object as in Scene Collection then this function can be not active, as option in preferences:

• Scene Collection as not parented after Parent to the previous object in tree (active or not)
