Able to select multiple Grease Pencil layers at the same time
Grease Pencil did not allow a selection of multiple layers at the same time. So It's hard to edit some layer properties one by one in a busy scene.
For example: Layer Opacity, Use Lights, Stroke Thickness, Tint Color/Factor, etc.

I want this in the properties panel too! With 4.3 introducing layer groups, you should be able to select multiple layers and drag them into a group or move them around as opposed to dragging each of them manually.
Another reason why selecting multiple at once could be a good idea is the auto-lock feature. When moving keyframes around, I usually have autolock on so that I don't move keyframes in other layers. If I select one channel in the dope sheet, it will lock all others even if I have multiple channels selected. So, if I want to move keyframes for multiple layers I have to select them and then manually unlock the layers I want to move. It would be better if you could select multiple layers at once, and then it would keep the ones you select unlocked.
As for how it would actually work, I feel like it could be like selecting anything else. Shift click to add a layer to selection, ctrl click to deselect, and there would be one Active layer that would be the one edited/drawn to if there is something that can only affect one layer.
