So basically plugins are where you can put community made mods or tools which help you such as “ you are a Roblox animator and someone made an avatar rig loader u put someone’s user then boom avatar” so basically tools made by the community and managed by the community

Addons have been a thing for decades already.
Since Blender 4.2 we even got a new extensions system , and with it, Blender's Official Extensions Platform . Which let us package and share addons and themes, and soon even online assets .
You can write addons with python using the bpy module included in blender
