Frame Selected should behave like Frame All if called when nothing is selected
As a relatively new Blender user, I found that one of the small but helpful things I missed coming from Maya and 3dsmax was that the Frame Selected command has a fallback function as a Frame All when nothing is selected.
The artists at our studio also agree - we ended up writing a Python operator that simulates this behaviour, but I feel like it should probably be available to users "out of the box" as default behaviour.
I wrote a patch which implements this , but it seems like it might need clarification or further discussion.
While I agree that in general Operators should only function on the selection and not have inconsistent/unexpected fallback modes, I think Frame Selected is a clear example of an exception to this, since it's not the same sort of Operator as, say, a modelling command or something that changes the data content of a scene.
Worst case, I think adding a checkbox to toggle this behaviour in the UI settings would solve any concerns people might have, but I don't think that should be necessary.

I'd like this functionality out of the box as well so I don't have to rely on my own python operators.
I wrote one to frame selected if something selected else frame all while in object mode. Same thing in edit mode; if there's a selection of one or more vert/edge/face then frame selected else frame all. At some point I might extend it to work with other object edit modes (e.g. curve editing) but for now it works in object and mesh editing modes.
Also 'Frame All' in edit mode should frame only the editable object, not the entire scene!
I don't think you should label this as in-development until your patch is scheduled for review.
* @Josephbburg * Good point, I've removed that now, sorry for the delay.
yes.. good point.. view all if none selected object and reset view to center or cursor if none visible objects
