Double clicking the transform tools should activate the multi-gizmo.

In Blender you always hold shift to cumulate things.
Double clicking for that would be inconsistent with all Blender's behaviour.

* fine, shift click any one or more of those to lock them into "always on" mode so I can use drag-select while still seeing transform manipulators.
