Bevel modifier: Percent+
Percent is a nice width method, however it tends to make very stretched bevels. It’s perfect for not using clamp overlap, as setting it at 50% or below reduces the necessity for clamping. Here’s an example of that:
(All planes are the same size and everything is one object)
Percent+ would bevel as a percent of only the smallest edge/face connected to the beveled one, thus producing non-stretched bevels while still reducing the necessity for clamp overlap.

Your mock-up has a very useful sequence of images. I would recommend that you include all of them inline in your proposal so people don't have to click away from this page. I've taken your first image and inlined it for you using Markdown syntax. You should be able to take it from there.
Thanks a lot!
This could be added, of course, but general advice from Blender leadership is to avoid excessive options. The advantage of this option seems pretty marginal to me. Both this and "clamp overlap" mainly seem like ways to avoid figuring out where the shortest edge is adjacent to a bevel and then setting the bevel width visually while watching that edge. I can see the convenience, but is it really worth extra clutter in the UI and extra documentation of another option? I don't know.
