in edit mode, Snap Selection to Cursor (and other) actual ignore the proportional editing mode

Snap Selection to Cursor (and other) actual ignore the proportional editing mode.

I had posted this as "paper cut" on devtalk because in my logic, if the "proportional editng mode" is active, this should work by moving the vertices and taking into account "the propotional edit mode" active. But apparently it is not so, was considered a feature request and not a defect .....

so I propose this feature request (correction to this nonsense in my opinon):

The Snap to Cursor (and other) function takes into account the "proportional edit mode" when it is active.
